A closed detention facility is a secure facility characterized by static security measures (e.g. camera surveillance, fences, locks, alarms), limited freedom of movement of those in detention, and different levels of security (such as maximum, medium and minimum). Individuals can be incarcerated in these facilities from the beginning of their sentence. However, concrete arrangements depend on the facility, the target group and national rules of the respective country.
