Trondheim prison – Leira unit

Leira Unit is the low-security section of Trondheim Prison, located just 7 kilometers from downtown Trondheim. It is recognized as one of Norway’s fourteen ‘drug managing units,’ emphasizing drug rehabilitation with two dedicated therapists and a strict drug policy. This focus is aimed at providing people in detention with the support and treatment necessary to overcome addiction and reduce recidivism. The operation of Leira unit is based on the consequence pedagogy. This methodology aims to enhance residents’’ ability to make informed choices, leading to a life free of crime. The entire stay at Leira is aimed at reintegration into society, based on two principles: individuals are responsible for their actions and their consequences, and making the right choices leads to positive outcomes.

SMALL-SCALE

Leira unit has recently increased its capacity from 28 to 31 places. One of the reasons for this small increase is an ongoing nationwide review of small prisons (<30) to assess whether or not it is feasible to keep them operational. Since then, Leira unit houses 23 residents in the main building and eight residents in two separate buildings. This number is just above the recommended scale of 30 to qualify as a small-scale facility for the purpose of this report..

DIFFERENTIATION

Leira Unit caters to adult men who want to spend the last part of their sentence in a rehabilitative environment. Regardless of their type of conviction, incarcerated people can apply for admission by demonstrating personal motivation and providing a clean drug test. Priority is given to young adults and people in need of substance abuse support.

Leira Unit emphasizes a forward-looking approach that promotes autonomy within a semi-strict weekly schedule, rooted in the methodology of consequence pedagogy. This methodology aims to enhance residents’ ability to make informed choices, leading to a life free of crime. The entire stay at Leira is aimed at reintegration into society, based on two principles: individuals are responsible for their actions and their consequences, and making the right choices leads to positive outcomes.

COMMUNITY-INTEGRATION

Leira Unit actively works with the community through various partnerships and services, promoting the rehabilitation and integration of its residents. Residents benefit from a degree of freedom, including mandatory walks and supervised visits to local amenities such as supermarkets, libraries and soccer stadiums. These outings, made possible by staff, promote social engagement and reintegration. Through the “school import model,” residents participate in approved programs such as gardening and car maintenance, under the guidance of specialized teachers from local schools. Leira Unit also provides services to the community with a dog daycare and a public garden center. The garden center, Leira Gartneri, which is open to the public, operates like a regular business, blending seamlessly into the community and normalizing interactions between residents.
